He is not a man of his words. He told my father a plan of action that was going to take place then when he met with my father it changed and just told my dad he would have to pay another fee. They repeatedly requested the same paperwork from my father, when he had already sent that sensitive information via email that was provided to him. I mean,  they should have record or a file with all that information.
